Description

Directions:
- In a large bowl, mix the flour and salt.
- Gradually add water, stirring until a dough forms.
- Knead the dough on a floured surface until smooth, about 5 minutes.
- Cover and let rest for 30 minutes.
- In a bowl, combine the ground beef, chopped cabbage, green onions, garlic, soy sauce, sesame oil, ginger, white pepper, and salt.
- Mix until well combined.
- Divide the dough into small, equal portions and roll each into a thin circle.
- Place a teaspoon of filling in the center of each circle.
- Fold the dough over the filling to form a half-moon shape, then pinch the edges to seal.
- Boiling: Bring a pot of water to a boil. Add the dumplings and cook until they float, then continue cooking for 2-3 minutes.
- Steaming: Place dumplings in a steamer basket lined with parchment paper. Steam over boiling water for 10-12 minutes.
- Pan-frying: Heat a tablespoon of oil in a skillet over medium heat. Add dumplings and cook until the bottoms are golden brown. Add ¼ cup water, cover, and steam until the water evaporates.
