  • Place the fish on a heatproof plate that fits your steamer.
  • Mix lime juice, fish sauce, soy sauce, and sugar in a bowl. 
  • Pour over the fish.
  • Top the fish with garlic, chilies, ginger, and lemongrass.
  • Steam over boiling water for 15–20 minutes, or until the fish is cooked through.
  • Garnish with cilantro and green onions before serving.
